Hi Don,
That option is available only with the Java Editor. VE doesnt show that 
action, and when selected doesnt behave as expected. I have opened 
defect https://bugs.eclipse.org/bugs/show_bug.cgi?id=106131 . Please add 
yourself on CC to track its progress.
