[news.eclipse.tools.pdt] [PDT 1.0.3] Completion code doesn't work on a new project ?

1. Create a new PHP Project.
2. Create a new PHP File.
3. Try Ctrl+space and nothing happened.
4. Close the project and open it.
5. Try Ctrl+space and completion works.

Is it a bug ? Shoul I report it on bugzilla ?
