Maybe that's not what you want, and I'm sure you know, but the shells on UNIX and Windows can of course very easily resolve environment variables:

UNIX:
echo $CLASSPATH

Windows:
set CLASSPATH

Ant can access environment variables like this:

<project name="hello-world" default="test">
       <property environment="myenv"/>

       <target name="test">
               <echo message="Windows"/>
               <echo message="${myenv.Path}"/>
               <echo message="UNIX"/>
               <echo message="${myenv.PATH}"/>
       </target>
</project>
