Looks like it will be a requirement from IHE, though it would be better to use a
central one. For testing before the connectathon (MESA tests) we'll have a
public instance of Tomcat on the open web for everyone to test with.

True. The bridge holds the RHIO configurations which are specific to your
specific RHIO (IP address, codes, etc). In addition for security reasons you
would probably want all of your communication to be local and behind the same
firewall.
