Are you using PRPA_MT101301.mif directly from the ballot pack? The validator
is expecting a MIF 2.0 file; i.e. the schemaVersion attribute of
mif:staticModel is expected to have a value of "2.0"

The message text can obviously be improved. ;)

In the message instance editor, MIF 1.0 to 2.0 conversions happen
on-the-fly. If you are editing a MIF directly, though, you will need to
explicitly convert the MIF 1.0 file to MIF 2.0. There is a provided utility
for this; right-click a MIF, choose HL7 MIF Operations > Convert to MIF 2.0.
