Here are some static models that work from the September ballot docs that
you're using:
PRPA_MT101301.mif
PRPA_MT101304.mif
PRPA_RM101003.mif
In general, PRPA_MT* and PRPA_RM* static models should work, however these
static models may themselves have errors. If you view the static model in
the MIF editor (double-click e.g. PRPA_MT101302.mif), you will see
annotations describing warnings and errors in the static model.
