The active development is in the org.eclipse.ohf\plugins directory.

You will need the following plug-ins:
 org.eclipse.ohf.h3et.*
 org.eclipse.ohf.utilities
 org.apache.batik
 org.apache.commons.codec
 org.apache.commons.lang
 org.xmlpull.v1

Yes, these are the tools referred to in the press release at

As of this morning, binaries of these tools have also been made available by
the HL7 Tooling Collaborative. Installation instructions can be found at the
HTC Eclipse Tooling site under downloads. See
http://hl7projects.hl7.nscee.edu/projects/htc/
