I never use either CDT or SVN and I've never seen that decorator, so you should try posting the question to both of those newsgroups (including the screenshot). They are:
eclipse.tools.cdt
eclipse.technology.subversive (assuming you're using Subversive; if you're using Subclipse you'll have to check their website).

I've never seen that one before; it is probably coming from one of the
"non-core" features. What, other than JDT, are you using (for example,
PDT, CDT, etc)?
If you can't find it in the help as I suggested before, you can try
going into the preferences, General > Appearance > Label Decorations
and disabling choices there until it disappears.
