Unless you have Flex Builder, you'll also need to download the Flex 3 SDK. The Flex 3 SDK is free, but Flex Builder is not.

You'll need to follow the Flex 3 SDK setup instructions [1] and then, in Eclipse, setup the run/debug preferences.
