Normally they do, although opening a closed project may optionally open any 
closed projects that it in turn depends on.  Can you replicate this behavior 
in a new workspace, with new projects, or does it only happen in your 
existing workspace?  What version of Eclipse are you using?  Do you have any 
third-party plug-ins installed that might be affecting this?  Have you 
looked in Bugzilla (https://bugs.eclipse.org/bugs/) to see whether anyone 
else has run into it?
