It was quite surprising to see that gef3d installable distribution is
not included in the galileo release.
Is it because of lack of features in gef3d? Or is it because you are
short of committers to do the planned work?
Infact, the concept of a programmable 3-dimensional editor to solve the
business/technical problems is a great idea.
GEF 3D still needs to graduate and release a "1.0"
The project is still incubating.
Once it graduates, it can decide whether or not to be part of the
release train (which comes with some more requirements).
It's kind of explained in the long Eclipse development process:

I'm sure if Jens and other GEF 3D committers keep up the good work, they
can get it in the next release train. It's also useful to the GEF 3D
team to know who is actually adopting the technology ;)
