Maybe if IBM and Sun joined there forces, more manpower would be 
available to make the open source projects to reach the needed quality 
you mention? This is just my hope, however I have thought many times of 
what Eclipse would have been if even the effort spent on Netbeans would 
have been focused on Eclipse instead? Or viceversa...

And similar thoughts might be extended to the whole Java technology 
(runtime environments, application servers, tools, frameworks...).
