[xtext-dev] API baseline updated

Hi,

I updated the API baseline to use all the bundles from the Xtext SDK 2.2.1 instead of the Xtext runtime feature.
To update you baseline, please open the file api-baseline.target and export the target definition (button is next to 'Set as Target Platform'). Afterwards you'll have to reset the baseline in the Eclipse preferences.
