[wtp-releng] [Action required] CBI readiness

Hi everyone,

Its time for our project to declare
our overall readiness moving over to CBI build for Luna.    
We have been building in parallel for
a while now, and as we continue to work through junit and jar signing issues,
we can move forward
with our investigation of overall build
quality and completeness of CBI.

I created this wiki page similar to
ones created in the past, requiring all project leads (or delegate) to
complete a file/folder comparison of PDE / CBI builds, a smoketest of CBI,
and overall vote
for moving forward with CBI for Luna.
