Hi Everyone,

I opened a bug [1] and attached a patch which seems to allow me to 
successfully build this failing bundle. I added com.ibm.icu as an 
explicit dependency in Tycho at build time. I'm not sure what changed in 
the past few weeks suddenly caused this to be a problem but the patch 
attached to the bug seems to resolve it for me. Can someone in 
webservices review the patch and apply it?
