Thanks for bringing this bug to our attention, Dimitar. While there's been further discussion in the bugzilla entry, I thought it worth replying here to this list as well, so it doesn't appear ignored, to casual readers.

This "final sign-off" vote is just that, final sign off ... so normally you'd vote "yes, release", unless you felt it should not be the release (and, if not obvious, have a pretty good reasons for such a "stop ship" vote).

But, if you can't decide, it is fine to call it to the attention of the Project Lead and ask them to decide ... which you've done by posting to this list. So you've done the right thing, thank you for calling attention to it.

This bug doesn't appear to be a regression (at least from WTP 3.2.3), so I think we are OK releasing. Its always best to know about bad bugs before we release, even if not fixed for that release, so we appreciate the careful testing.
