One solution for you problem is to become a Friend of Eclipse.

One of the benefits being a friend is that you get access to the cool and special Friends of Eclipse Mirror Server. This mirror contains all the binaries on download.eclipse.org – even those that are not typically mirrored on the regular mirror servers.

The Friends of Eclipse Mirror is less loaded and therefore faster and more reliable than the main Eclipse download site.

 

I hope this is a feasible solution for you. At least it is for me. I had the similar problems.

I'm having problems downloading the latest platform pre-req from eclipse.org.

 

Tried downloads from builds I20110215-0800 and I20110222-0800

 

Download starts off ok, slows to a crawl and eventually dies around the 10MB mark.

 

Tried this yesterday evening and again this morning.

The unit tests are still running, but its unlikely their outcome would invalidate smoke testing,
so feel free to begin as soon as you can
