[wtp-releng] I have tagged WTP 3.2.3 map files

I've tagged cvs map modules (in R3_2_maintenance
branch) with R3_2_3, except for dali, I used R2_3_3. Let me know if I've
missed any. 

As always, I recommend projects tag
your source modules in a similar way, if you haven't already, as it often
makes comparisons easier a few months from now.
