Dali tests have been completed and pass on build

I have updated the smoke tests with a Fail for Dali as I think this issue is serious enough to postpone declaration. Details can be found here - https://bugs.eclipse.org/bugs/show_bug.cgi?id=294379. We should have a fix released for this bug shortly, so I am requesting a respin after the fix has been released. We should be able to retest early tomorrow morning and declare by noon tomorrow. Please let me know if there are any objections, comments, or questions. I will update the list when we have released the code, assuming there aren't objections.
