I think that to help catch these before they even make it into the build, that projects should really consider taking a look at API Tooling. Also API Tooling does have ANT Tasks now that can be run as well during the build.

API Tooling will catch areas where you need to include @since tags, increment the major and minor versions, break api compatibility, etc. It's helped immensely on the wst.xsl component in catching items before it gets to the build machine. Does not take that long to setup in the development space, and can potentionally eliminated these versioning errors from the build machine.

I won't be able to make today's WTP Status call, as I've got another conflicting call today.
