[wtp-releng] Lock Permissions on XSL.Maps file

I've opened bug 265038 
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=265038) against CVS.   
After this weekends issues with CVS and the servers, I can not commit 
changes to the XSL tools releng project.   I have some changes that I 
would like to release to the build, but currently this is blocking me 
from doing so.  I can tag files just file, but just can't commit the map 
file.
