[wtp-releng] Status if I-builds and JUnit tests

You'll notice we have a new build, with
the new recommended near-M6 Platform ....

but those "pending JUnits"
... they will be pending forever. I'm not sure what happened, but in reverting
to _not_ use the drop-ins folder, (and disabling P2) I obviously made some
mistake ... probably easy to fix ... but, in the mean time, the Platform
has provided a fix for the startup-performance issue, so I think I will
revert the revert and continue back down the path of using 'dropins' (with
their fix) to test our code better to see if any other parts of our code
is broken. 

And, Tim will notice some compile errors.
There was some last minute internal non-API changes ... or, I may have
patched the build distribution in some strange way that broke only that,
so be sure to check against a PDE target. Tim, if they made those things
API, then fine ... but, if they didn't and just renamed ... is this function
you can remove to avoid internal usage? 

It'll be a long night ....
