Since the -clean re-start seems to fix
the xerces problem when using update manager, we won't re-spin M4 for that
(nothing we could do, anyway, on our end). 

Other teams, please post go/no-go for
M4 here. I'll be offline for a few hours, but back on tonight around 8
PM Eastern.
