[wtp-releng] rebuild for 1.5 in progress

FYI  to be explicit, we did NOT
change the base code or pre-reqs for the re-build ... contrary to my "warning"
in status call, so, there should be no need for most teams to re-test,
unless you depend on something in wsdl.ui. 

ETA: 7 PM Eastern ... we are still on
track to declare by Friday at noon.

And remember, do not release-for-build any code until weekly I-build declared
(ETA Friday at noon, unless all teams report early). 

Even if your smoke tests pass, there is the possiblity we might have to
rebuild for some other team, so its important to leave the released code
in a steady state.
