[wtp-releng] No I-Build Smoke Test needed until JUnit failures are fixed

There's enough failures in recent I-build
I don't think there's any sense testing it. 
I assume J2EE team (and others ....
such as xml validation?) are looking into failures. 
Was this really due to code change?
Or was something wrong with build server?
