[wtp-proposal] Web Tools project startup

An FYI to the community - as you know, the project has been approved by the
Eclipse Board. So now the challenge is to get the project underway and
delivering real software. The first step in that process is to set up the
project infrastructure (CVS, FTP, website, builds, mailing lists, etc) on
eclipse.org. I have requested this, but the relevant people are currently on
vacation. So it might be a week or two before we get our "home on Eclipse".
