When I go to the URL in the project URL you list, 
http://www.w3.org/International/O-URL-code.html

It has a header that says, 

"This page is no longer maintained and may be inaccurate. For more up-to-date
information..."

Could you think there is a another, similar page that would not have such a
disclaimer? 

Also, where is this code going? One of our test plugins? core utility plugin?
Or is this essentially modifying another third party plugin we have for the
xpath processor testing?
