[wtp-pmc] Notification to wtp-pmc list when CQ goes to "waiting for PMC"

Please forward to appropriate Eclipse staff that handles this sort of thing.

How is the CQ system supposed to work?
Are all the PMC members supposed to get a notification that something is waiting for PMC review?
Or only if goes unapproved for a long period of time?
We in WTP don't get these PMC notices, and we would like to.
