Here's some steps to monitor the webtools (or other) category
for EclipseCon. 

1.        Go
to the submission system http://eclipsecon.greenmeetingsystems.com/
2.        Click
on Categories on the left
3.        Click
on 'web tools' (or any category you want to watch)
4.        Click
on the mailing list (it will have a funny name, like ec2008-category21@xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx
 )
5.        Subscribe
to the list
