[wtp-pmc] WTP Refactoring Review voting

Hello David and WTP PMC members,

I checked the votes this morning here: https://bugs.eclipse.org/bugs/show_bug.cgi?id=199112

and we need more votes for this to succeed (specifically, three +1 votes from those outside the project leadership chain, and one +1 vote from each level of that chain). 

Since this is top-level, we only need one member of the WTP PMC to vote +1, and then we need one more vote from someone not on the PMC. Thanks.
