[wtp-pmc] Phoenix website patch ready

Bob Fraser has finished his patch to the WTP website, converting the popular pages to Phoenix. The patch can be downloaded from this bug:

Our current plan of record is to vote on the switch in the next PMC call, so please download the patch and check it out.
