different:

Are DTDs/Schemas with that language
permissible for redistribution?

Just so I can beat this to death, Eclipse is already
redistributing web-app_2_3.dtd [1] from [2] in the org.eclipse.equinox.servlet.api
plug-in [3]. This file looks to have a very similar license to the J2EE schemas
and contains the same license as the rest of the J2EE 2.3 DTDs. Was this file
reviewed and approved? If so, can we bundle the rest of the DTDs from [2] that
contain the same license?

like the death knell for redistribution of the J2EE DTDs/Schemas.
If I learn anything else, I'll let you know, but
for now WTP will have
to assume no redist.

Ultimately this is a question for lawyers, and
IANAL.
My belief is that the copyright/license
information in the individual
files overrides the general information at the
bottom of the page.
Still, these files are available to you as a Java
EE licensee under the
terms of your license, so the license here may not
be relevant to you.
