[wtp-pmc] Package name for JSF project

Two package related requests:

• JSF is planning to use the package name “org.eclipse.jst.jsf” rather than “org.eclipse.jsf” in order to exit incubation with less adopter churn. This will also be our preferred strategy going forward with incubating sub-projects, so please let me know if you have concerns with the approach.
• The WTP PMC would like to request that you reserve “org.eclipse.wtp” for our future use.
