[wtp-pmc] API "categories"

Some thinking from a conversation with Bjorn and David about the various categories of API readiness. This is not an official designation.

  • Platform API is spec'd, etc and committed and in scope and in the right package
  • Provisional API is spec'd, etc but want community feedback before committing.  It's labeled in the doc, but in the right package.
  • Incomplete API is intended to be API, but has not been spec'd yet. It's labeled in the doc and is in the right package.
  • Experimental API is spec'd, etc but in the internal.provisional pacakge because it's really not that certain
  • Non-API is public methods that do not have spec's, etc and is under an internal package.
