[wtp-pmc] Provisional API Naming Convention


I reviewed our API plans internally and received strong negative feedback about the "internal.provisional" naming convention. The concern is that renaming will cause consumers unnecessary rework. I agree. Renaming also disrupts the CVS revision history. Furthermore, BIRT just released a large set of provisional APIs that did not follow this convention. I suggest we re-examine this rule. My preferred alternative is to use documentation, component descriptors, and Javadoc to identify provisional APIs. Perhaps this is alway a topic for the upcoming Eclipse meeting?
