The Web Page Editor was contributed by the JSF Project.   Please take a look at the JSF Tooling Developer Guide under Help.  You will find two related Tutorials, and some other material that should help you to get started.
 
Future questions like these should be directed to the JSF Newsgroup.

Dear all:
  I found  a "WEB Page Editor" in WTP project (in "org.eclipse.jst.pagedesign" plugin). this editor have a WYSIWYG view for basic Jst and jsf taglib. i want to add myself taglibs to display in WYSIWYG view. what should i do or where can i find some sample?
