I'm not sure but I think that this editor is part of the main WTP 
project and not of the Incubator subproject. So better use the WTP 
mailing list...

I neither found something in the Wiki:

By the way, in http://www.eclipse.org/webtools/documentation/ the 
documentation links refer to the version 3.3 instead to Helios Help (see 
bugs.eclipse.org/323244).
