[wtp-incubator-dev] XQuery Tests

I've created the necessary starting plugins and feature for the unit 
tests.   This has been added to the CI build on Hudson, and I'm working 
on getting the last pieces in place for the WTP Integration builds.  
This should be done either later tonight or tomorrow.

At the moment there is only one unit test that does nothing in the test 
plugin.   If you want some examples on how to setup different kinds of 
tests take a look at the XSL Tools, VEX, XML, XSD, or other  source 
editing plugins.  Should give a good idea of what needs to be done.  
Tweak as necessary.
