[wtp-incubator-dev] XPath Function/Operator Model

One of the needed items for the XSLT 2.0 content assistance in wst.xsl 
is some good information on the functions available, their data types, 
and parameters.   Unfortunately the current use of the eclispe template 
system is a hack, but works.   I've started a draft of a way to model 
this in an XML file that can be used during content assistance.    I'm 
sending this to the incubator because I know the XQuery project is also 
interested in this:

Take a gander at the XSD and XML file and let me know if there is 
anything else we need to add or if there is a different approach that we 
can take that will work for both projects.
