mea culpa.

I got a little carried away in my "clean up" efforts and forgot Dave is 
still working on the XQuery and VEX components in Incubator. 

Luckily it was caught before any big buttons pressed at the Eclipse 
Foundation, so Dave should still be as before (let me know if any 
problems).

David Williams has expired the commit rights for David Carver (dacarver). 
The reason for this change is:

Dave has 'moved' with XSL to sourceediting project so no longer in
'incubator'. I'm adding him to 'committer emeritus' list because Dave
proved just how much incubating projects can accomplish and he's been
tireless in promoting Eclipse, WTP, and XML Tools.

To honor David Carver's contributions to the project, David Williams has
nominated David Carver for Committer Emeritus status.
