I just did the same, and it appears there's a bug in the PSF file.

<project reference="1.0,:pserver:dev.eclipse.org:/cvsroot/webtools,incubator/sourceediting/plugins/org.eclipse.wst.xml.xpath.ui,org.eclipse.wst.xml.xpath2.processor" />

Notice how the project name is xpath2... and the CVS location is xpath.ui.

It has org.eclipse.wst.xml.xpath2.processor as a dependency but that project has its bundle name in the manifest.mf set to be org.eclipse.wst.xml.xpath.ui instead of org.eclipse.wst.xml.xpath2.processor
