Doug, have you tried changing the initial password they gave you to 
something else.  First thing I did was change my password, and then 
connected to cvs.  Also, as David said, the path should be:

/cvsroot/webtools

do not include the incubator in the path.  It's a seperate project 
folder with in the repository.
