Once I see a "good" I build, I push it from http://build.eclipse.org/webtools/committers/wtp-R3.10.0-I/ to http://download.eclipse.org/webtools/downloads/drops/R3.10.0/?d where it's easier to review/smoketest.

But if you want to test drive any CI build before it's copied over download.eclipse.org, feel free. It may be bleeding edge, but it's also hopefully "better" than its predecessor. :)
