[wtp-dev] Commit rights for Angel Vera have been expired

Elson Yuen has expired the commit rights for Angel Vera (avera).  The
reason for this change is:

Angel had contributed significantly over the years to the server tools
project. Unfortunately, his recent change in work move his focus away from
WTP. He will be missed.

To honor Angel's contributions to the project, Elson Yuen has nominated
Angel for Committer Emeritus status.
