[wtp-dev] Commit rights for Oisin Hurley have been expired

Keith Chong has expired the commit rights for Oisin Hurley (ohurley).  The
reason for this change is:

Oisin will be moving on to other projects and will not be contributing to
WTP Web services.  Thanks for your contributions in the area of JAX-WS,
from the early stages in the incubator project, to graduation.   Best of
