As has been mentioned in status meetings,
this build is almost certainly our Helios SR2 RC4 delivery, and, after
renaming, our Helios SR2 Release for WTP 3.2.3. 

We encourage continued testing by adopters
and committers, but no other former "vote" other than what we
have already had. 
If anyone finds any blocking regressions,
please bring to our attention. 

I may do a few test builds in next few
days if/when any other pre-reqs produce an SR2 candidate, but unlikely
I would even promote those bits to "downloads", the primary purpose
of those test builds just to sanity check the pre-reqs, to test they are
downloadable, installable, etc. 

Thanks to everyone for making this candidate
(and release) possible. I think the ramp-down went well, and appreciate
everyone reacting to the last minute churn to move to the new compiler
version.
