question would still be valid, and in need of an answer, either way ...
but if same, perhaps could be discussed there ... or a new bug open, if

I have recently noticed that on startup, a job called
"Loading Web Service DOM.." runs for quite a while.  I think
I've tracked this back to WsDomStartupParticipant, which is an IStartup
that takes a workspace root lock and runs for quite a while regardless
of whether I'm using any web services features or not.  Is there any
intent to fix this prior to Indigo?
