[wtp-dev] Commit rights for Kathy Chan have been expired

Keith Chong has expired the commit rights for Kathy Chan (kchan).  The
reason for this change is:

Updating the web services committer list to remove inactive members.  It's
been about a year now that Kathy moved on to other areas. We thank her for
her many contributions to WTP.

To honor Kathy Chan's contributions to the project, Keith Chong has
nominated Kathy Chan for Committer Emeritus status.
