[wtp-dev] RC1 test/signoff on Tuesday, instead of Monday

We accounted for Memorial Day (U.S.) in our calendar, but I've just 
learned that Canada has holidays too! 

One of them, Victoria Day, is on Monday, the 18th. 

So, I think it best if we "skip" Monday and just plan on doing the tests 
and signoffs on Tuesday 19th, as we will for Memorial day, the following 
week. 

I doubt there will be too much new code going in on Monday, so if it is 
important to any teams to still do their tests on Monday, just let us 
know.
