A discussion is happening on Bugzilla triaging.   Some of this is being 
lead by a change that the Platform UI team is taking in their process:

The goal from what I've can get is to make it clearer to the user 
community and easier for the committers to know what is actually being 
worked on, and when it might be addressed.
